Outcome dispatched by a CngxHierarchicalNavStrategy step.
CngxHierarchicalNav interprets the action: fires the matching
output, calls event.preventDefault() for anything non-noop, and
(for move actions) relies on the strategy having already called
ad.highlightByValue on the context.
